This is for sneaky, so i used his sig.
1>First you gotta open the image, than go to polygonal lasoo tool
(Taken so long to upload images lol)

2> Now select the section you want the shine in
Image
3> Now Copy (Not cut) the part and past it on another layer
Image
4> Now creat a new layer and select the gradient tool
Image
5> Now click ctrl+G and chagne the layer option to color dodge, or what ever you think looks normal.
Image

6> Now we are ready to go to image ready, so click the button and open image ready up
7> Now to star it off, click new layer on the animation tool
Image
8> Now click and drag the gradient to were you want the shine to stop, let go of the mouse. in this case i moved it from left to the right.
9> Now click the tween button, and set your frames to add to 20 or more depending on how slow you want the shine to go.

10> Than when your done click the internet explorer icon on the left hadn pannel to preview it, click the image in the browser and save it, bam done.

FINAL RESULT - Image

Thanks kak, its not all that hard to do once you get the grasp of it. But i guess i explaned it a little messy, but it is hard to explain, perhaps ill make a video when i get time.

lol thanks guys, sneaky just use the one i made for you. The only hard parts were the glow on the saber and the border, the rest was crazy easy. If you understand what to do. If you guys ever need some help like this tutorial just ask me, or sneaky.
