As we all know, silenced weapons in the city are against the law. Upon speaking with many NCPD officials I believe a program to help fund the police department, for new equipment and materials/cruisers, should be setup. I would like to have a license to possess a silenced weapon as a option. It will be given on a monthly basis and cost between $5000-10000. The police department would issue them.

I don't think so, because there isn't really a point to silenced guns other than it being silenced. Which, in point, could create more kills. Guns are cheap enough as it is, and if you make it legal for silenced guns, it will be hitmen's rejoice.
