No, I personally didn't see it being too useful at the time, for various reasons.

This mod was done mainly for the MD and somewhat for the PD. There really wasn't a major use for the ambulances before, as once the people found the patient on the ground bleeding to death they would have to roll them to the MD, and now they can get in the ambulance for a ride to the MD. It was done for the PD so they could transport prisoners to the PD easier. Originally we weren't even going to allow passengers for the evo car, but I decided just to leave in it.

However, If the locking someone in is a heavily requested feature, I'll consider adding it in.
