Updated roster a lot and added 3 designations to help. Blue is for trainers, of which we have 5. The 2 long lost lieutenants have been marked as inactive, of which I'm not sure what to do with them. I also added a black mark which is a sign that they did something wrong but not significant enough to demote/fire them.

This was a bit outdated and unused by the lack of cooperation with the PD at the time, and my lack of activity in the past few weeks has took a toll on that. I'll be trying to update it more frequently from now on.
