Well, with Prodigy Storage available, I think that this could actually work. While I can't see a hitman org running out of an In-N-Out, a storage place wouldn't be a bad place at all.
More importantly, however, is how this would have to be implemented.
Firstly, all hitmen would need access to the disguise command the CIA has.
Why? If you saw a Salesman following you out of the bar, would you be likely to freak out?

That's what I thought. Whether or not you're the best RPer out there, you may use ooc info to your advantage (I'm moreso looking at those among of us who are not better role players).
Secondly, you will need a very, very experienced and responsible leader. Yes, every crime org. needs a responsible leader, but a crime org dealing Specifically with death will need an extremely hands-on leader. This is to ensure that no "freebies" be given out by younger members, to prevent hit men from preforming hits that are against server rules, and to keep a close eye on how the hits are being carried out.
Thirdly, you will need a careful selection in firearms. No offense, but no Hit Man in his right mind would use a .50 Cal inside of a city. Sure, in the country side he might utilize the fact that it's accurate up to almost a mile, but in the city, the rifle is overkill, and far from silent. An M4 Carbine with a Scope and a Suppressor would be much more preferable.
Fourthly, you would need to make some sort of system to ensure that ALL hits from that point on were legit. My personal favorite system is to have the hit man demo all he is about to do. Screen Shots will do for the actual purchase of this hit, but a demo to prove that the hit man is doing his job correctly in case any doubt arises should be required.

In all seriousness, the ranks could use a facelift. Trainee makes sense where it is, and while I personally think Agent and Killer should be reversed, I can see them in that order. Assassin and Hitman, however, seem kind of out of place for me. When you read the paper, you'll notice that if a professional killer is caught, he's labeled as a Hit Man, whereas if they are still on the loose, they prefer the term Assassin. If you haven't noticed that, you may agree that the term Assassin does seem to have more of an 'international level' ring to it, whereas Hit Man sounds more like your run of the mill contract killer. Personally, I would do the ranks as such:
Contract Killer Trainee: $15
Contract Killer: $20
Contract Agent: $30
Contract Hit Man: $40
Contract Assassin: $50
Finally, if this is approved, I'd like to offer myself as either an assistant leader or, if available, as the leader. I'd not be surprised if Hayter would want the leader spot, as he was the one to suggest it, but if there are any other openings, I'd be willing to offer what I do know to the leader.
