Look harder, if you know the ship, which you're suppose to do before you enter the game as a hunter, as a passenger explore the ship then take on the task to hunt down your quarry with excilance and expertise.

and the location is updated every 30 seconds I believe on your map. And if you really have trouble finding him you can bribe a guard for information.
