Location: It got my knife.
Okay, I uninstalled steam for a month. When i came back. All my games weren't installed. So I just right clicked on CSS and installed it. Without the CD and it worked suposably. I did the same with Half Life 2 and DoD:S. I attempted to start up CSS and my computer restarted. It does the same with HL2 and the same with DoD:S. Yes my computer can handle it, I tried reinstalling CSS and it still does the same thing. Instant restart...

WHAT IS THIS MADNESS!!!

Make sure the game is fully updated before opening it. If you did not install it with the cd, you will need to download all the files again.
