My proposed idea would to RP this better.
Have licenses you pay for. Maybe $2,500 or about.
In return the street fight would be legal and all that. Have police to block off road, MD for healing etc. Making it more RPish.
Because right now: People ask OOC "wanna fu" then the fight and someone else heals them. Rinse and repeat. Not very RP-ish if you ask me.
Possibly the Chief or Deputy Chief would give licenses. Or a high raning officer on at the time.
