The arresting officer can choose to offer Bail at the crime scene or at the PD, He or She does not have to do it at the crime scene! If they bail there is no mandatory fee. When their in their cell if there is a mandatory fee, then fine them before you lock them up. You can choose to not give bail.
Crimes do stack. If they were to do a armed robbery with pistol, then kill someone with a pistol they didn't have a licence for. That would be 17 minutes with a $250 fine. If one crime they do has N/A under bail, then they serve the jail time for all of it. Some crimes do not stack, such as robbery and armed robbery, those do not stack, use common scene.
Crimes do not go away if there is one cop who remembers the crime.
