Is it possible to make drive-by shootings in cars? This would intensify police chases and also give a realistic interpretation of gang shootings and such.

if accuracy could be modified, + passenger shooting only. might be interesting
just 5 cops in one car with rifles might be...

organise patrol routes? 2 to a car, one drive one shoot if need be?

Well the only problem is the passengers can't see. Or did they fix that yet?

Only reason passenger view is disabled is because it's black before you spawn, (IE Spectator mode)
Disabling the no-spec mode could provide an easy fix for this.

There is a spectator mode, sometimes it doesn't black you out (glitch) What i'm assuming is that it teleports you somewhere out of the map. Though i figure its probably soemthing different since you can still hear things around you (area chat)
