Is there a plugin for this? Like a shot to the leg slows them down, good for chasing robbers as a cop. Or a shot to the arm lowers accuracy and kung-fu/sword damage? |

lol headies, umm, that would be a major discussion, we have to look at cpu usage for it, lag time, and if it's worth uploading. |

Yes there is a plugin for this. How well it works, and how well it does performace wise on the tsrp server, I do not know. |
