The CIA is much more hidden, and isn't able to work with police. (https://www.cia.gov/about-cia/index.html) While the FBI is more unhidden. (http://www.fbi.gov/hq.htm) The CIA only deals with national security threat. The FBI deals with more. What I am trying to say, is that the CIA is much too secretive, and deals with not enough crimes. The FBI deals with election fraud (like bribing people for votes), major thefts (you know, the bank), deals with Organized crime, and also white-collar crime. The NCIU being the FBI would provide them with much more to do, and also much more and stronger RP.

Having a district attorney would be awesome too.

Maxwell, this may be the only time I have to disagree with you. I plan on making the NCIU as close to the FBI as I can, hopefully without the little government hosting. It's not very effective as is. Being somewhat relative to the FBI can very well enhance and better roleplay, and be extremely fun to roleplay. It creates many twists and is extremely fun to pull investigations from PD, hunt down fugitives, do live drug busts, and such. Also, I do not think that many undertalented people will be in it, infact, I can assure it.

Another positive point about this is that it will bring in Roleplays that can mesh the PD with the SWAT well. The NCIU can head up an operation, SWAT can get in and the PD, with the numbers can make the bust

Yeah, please don't follow the same route the CIA did. The last run-in I had with one of their people, they tried to infiltrate my organization in my own bar. How?

"Hi boss. What can I do for you?"
"Uh, do I know you? (Of course I didn't.) ...Nevermind that. Sure you can. This man wants water. Go to the back and get it."
(Obviously not possessing keys...) "Actually boss, I don't know where it is. Can you show me?"

So I took him to the back, and the rest is history.

Yeah, as an FBI member, they would either get their own HQ, or they could actually use the PD.

Now, as for the disguised job thing, maybe only a special rank could use that. (One person and rank, as in, no ranks below, no ranks higher.) NCIU Secret Agent or something along those lines, but if they were inactive, they would be fired immediately. But then again, you could always have two people with those jobs.
