Actually a bowl generally refers to part of a bong.
To say that you've "smoked a bowl" is to imply that you've cleared (smoked all of) the marijuana in your bong.

and no, "smoking a bowl" doesn't mean in any way that one has actually cleared the bowl clean, it means that they have used up most of their herbal resources and would be considered "baked" or having their "fill".
