It would be nice if these jobs can actually clean blood and stuff off the ground and walls.

It could be possible, sort of. What you could try to do would be to make a plugin that "Cloned" the texture of a none-bloodied wall or street or something and then spray it over the blood decal. Of course I don't code and as far asl I know there's no way to do that.

But that would take a lot of work for very little benefit, especially since the decals disappear on their own after a while.

Yes, Wake, it is possible in many ways (it has to be possible, as the blood or sprays disappear on their own after a while, so you can somehow make them disappear when you clean them), but it will need some coding and time, and I don't really think this will help; as Eric said, the decals disappear on their own and it isn't necessary.
