Free and it's pretty much a photoshop clone (with a few plug-ins, that are also free, you can do stuff like feather selection).

I just installed CS4 and the GUI improvements are pretty cool. I've never really bothered to try with GIMP because... I think they're the same. I just feel more familiar with Photoshop for some reason. I do use OpenOffice instead of Microsoft Office, though.
