i think i know your problem Dre, IRQ (which stands for Interrupt Request) has to do with the hardware its self and how it routes itself on the motherboard, IRQ causes crashes when two devicese are using the same IRQ number.

Do this:
When you restart and/or turn on your computer you will see a screen that lists all the IRQ's, hardware setup (On the page you wanna look at it should list the hardware confiurations...ex. Maxor HD master boot---somthing to that effect)..i want you to look at them and see if any of the things in the list are using the same IRQ #.

IE

Hardware1- IRQ 13(problem)
Hardware2- IRQ 32 > if you see somthing like this than this is a prob
Hardware3- IRQ 13-(problem)

If you do have 2 pieces of hardware that have the same Interrupt Request there are ways to fix this, i will help you fix the problem by changing the IRQ on one of the devices to stop the Confliction between the two devices.

not only suprising...it's just down right sad! lol

i see the loading bar to that doesn't mean your comp is slow... Like i have been trying to say... im am pretty sure it is a memory error, bad ram stick or something! try to put in a different one, then run windows and TS and Starcraft!

When I turn it on I see the company logo, then I see a blinking _ in the top left corner. After that the windows loading screen comes up.

My computer has good decent stats, I think it's the drivers but I don't know how to find out what drivers they are or how to fix them.

Go to control panel. And then go to system. And then just type in your stats and then driver. So... Radeon 9800 Driver... lol...
