I once saw a simple coding change for the phone, that, when 911 is inputted, it connects you to to a random police officer. Thought that might be incredibly useful.

If we've got an AFK kicker, it could easily be set to find the one with the closest access time, couldn't it?
You could have a menu with something like
1. Medical Emergency
2. Police Dispatch

...right?
